Well I’ve got and iPhone 5s and i have iOS 12.4.9

i want to download and application and the AppStore says me a message that the application I’m trying to download requires iOS 13.0 or later .

now the problem is that when I’m trying to update my software it shows me that my software is up to date and I don’t know if it’s my phones problem or it is because I have an old iPhone (5s) or something else
