System Preferences not saving changes

System Preferences isn't saving my changes. I am trying to activate the right-click for my mouse but after I close System Preferences it never saves. When I open System Preferences again it's unchecked.

iMac 21.5″, macOS 10.15

You may also want to try an NVRAM reset. 

Reset NVRAM or PRAM on your Mac


If you're still experiencing the issue after performing the above tasks, then let's try Safe Mode.
