System Preferences MacBook Air 2020

My system preferences won't save. I keep trying to choose the option to "close windows with quitting an app." Whenever I make the selection, it does not save. Multiple windows continue to be restored whenever I re-open my mail or safari apps. This is so annoying!

You are opening mail application > take cursor on file > new viewer window .

Two mail windows will open , take cursor on window > merge all windows .

Two new tabs will be opened in the mail application , take cursor on file > close tab , now a single tab opened is left ( its your choice to select which tab to be closed , the mail application is opened , take cursor on top left menu bar > mail > click on quit mail .

The correct way is to quit the app and not close its window by clicking on red dot , in normal routine as the applications will not close it will be running in the background , the one you are talking about system preferences > general is for apps .

My issue isn't when i'm logging in though. Im talking about when i'm on the actual computer, and I just want to quit one app. Like if I have the mail app open with 2 emails in separate windows, and I quit the app before I close each individual window. When I open the app back up, I don't want to see all of the windows I just quit. In system preferences the option says "close windows when quitting an app" *when selected, open documents and windows will not be restored when you re-open the app.* I windows keep restoring.

Then I cannot help you. There is no such option in Mail's preferences, and no other setting but the one you are using. I use a different setup, so I cannot test your issue without making changes and rebooting. Therefore, I don't know if what you have found happening is normal or not. I can only state that I cannot find any specific setting other than what you have already tried.
