I recently made a new apple ID for my self because there was too many devices on the apple ID I was previously on. After making a new apple ID and using it on my iPhone and iPad I noticed that my notes app had no notes. Before switching I had many notes and I was wondering if there was anyway I could retrieve them?

I an afraid not. Most things are tied to the Apple ID they were created with and cannot be transferred to another Apple ID. Sorry. For more info, see:

If you were storing your notes entirely on your device, you can try restoring from a backup -- Restore or set up your device from an iCloud backup - Apple Support.
My whole family had our devices connected to my dads apple Id. Often times we would receive each others text messages, calls, and sometimes my Airpods would randomly connect to their devices. It got really annoying so I made my own.
