how do you re-arrange ipad pages on windows pc?

I am not aware of ever seeing any native or third-party App functionality that permits arrangement of iPad Home Pages from a PC.
As for a workaround, you won’t find one. iOS/iPadOS is not designed to allow remote access to the iPad.
thanks for the response. Am I delusional when recall that I used to be able to do that? If I'm not delusional, is there a workaround for that functionality ?
