"MacOS cannot verify that this app is free from malware"

I am trying to download SPSS (analytical software) from my university website. When I click the installer, the above message pops up with my only options being "cancel" or "move to bin". I tried to go into System Preferences and then Security & Privacy to select "Open Anyway" but the app is not listed at all. I also tried to control click and open but I just get the same "cannot verify" message. Is there anything else I can try?
