I want to change iTunes Store to a different country

How can I change my iTunes Store to a different country. I have £0.21 in my account at the minute and need to spend it before it will allow me to switch. I need to switch ASAP.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
