Cellular option under settings is completely blank and my phone has no network or data. I have done all troubleshooting I can think of and nothing is working

You don’t have a cellular network connection.
Has it ever worked? If it hasn’t contact your carrier and ask them to “provision” your account.
If it has worked in the past, also contact your carrier and ask if they have a local outage.
Try force restarting your phone:
If none of this resolves it use the Contact Support link at the top of this page to discuss the issue with an Apple technician.

I will screenshot but it shows that I’m connected to WiFi but usually has AT&T or 5G next to it and there are only 4 dots to the left of the WiFi symbol. When I try to go to settings and then cellular, it’s completely blank
Do you have a SIM in the phone? Does it say Searching or No Service in the top bar? If your carrier supports eSIM have you asked them to activate it? Have you contacted your carrier at all?
Also when I go to view network just says not available
