APPSTORE VERIFICATION LOOP

When i try to download a app from the store it tells me to put my icloud password in to view my billing address. (Pictures below are in order) then it takes me to my billing info and jus says “DONE” or “BACK” when i click done it updates then pops up a different verification thing. After i put the same password in it just loops over and over again and i cant download apps. i have done everything and done all the research and still cant figure this out after months. And yes i did click back instead of done it does the same thing and doesnt let me continue
