“Verification Required”

Whenever I download an app if I delete it and attempt to re-download it, it will say “Verification Required”. which means I have to log into my iCloud account I do that and then it shows me my billing information so I click done and it makes me do it again. Keep in mind, these apps don’t have any payment needed.
