Can't "Open all windows from last session" - Safari 14.0.1 Catalina MacBook Pro 15 mid-2012

I had a number of tabs and two windows open. Then I went to update two Safari extensions. I had to quit Safari to do this. When I relaunched, I went to Reopen all windows from last session, as I often do. It didn't work. I can't remember all the websites I was working with. Is there a way to get them reopened without having to find them in the long History list? I suppose I could try restoring from my Time Machine backup.

Hello RMGrahame,

We see that you were unable to open all the windows from your last Safari session. We understand wanting to be able to access the windows that you previously had open, and we'd be happy to help.

Let's have you check your settings first to make sure everything is set how you prefer. If they are already set how you prefer, try unchecking this option, restarting your Mac, then enable this setting again and test.

Change General preferences in Safari on Mac

Does this happen all the time, or was this a one time incident? You could restore from a backup, but you should be able to access these previously opened windows as intended. Let us know if this continues.

Hello RMGrahame,

Thanks for getting back to us. If the issue seems to be persistent, start the Mac in safe mode and test to see if the issue remains. If the issue remains, create a test user and test one more time.

How to use safe mode on your Mac

Set up users, guests, and groups on Mac

If the issue continues and you're still not seeing the option to "Open All Windows from Last Session", you'll want to reach out to Apple Support.

It has happened before, however, I can't recall why. That is, computer hang, Safari crash, or just restart. In this case I just quit to allow two extensions (Grammarily and Honey) to update. I was getting constant messages to close Safari to update these two extensions and this was interfering with my activities. That should have been a straight forward relaunch. I always select "Open All Windows from Last Session" option from the History menu. This time the option was not available. I had quite a number of tabs open over a couple of windows.
