Usually, when I’m on FaceTime and I click the home button, I would still be able to see my friend from the FaceTime screen still appearing but smaller. But recently whenever I would press the home button, the small FaceTime screen won’t appear, it would just be the green bar at the top, and I don’t know how to change it so that the screen will appear.

Go to Settings>General>Picture in Picture and make sure that is turned on.
I'm not aware of another setting for that. I have an iPhone 12 Pro, so it is a larger phone. I've not had a smaller phone like the SE in a while. I wouldn't know if it may have changed. Have you tried force closing FaceTime and turning the phone off and back on again?
You may have to wait for someone with an SE to read this and respond.
