Why cant i use Apple Pay for iPad in stores

Apple Pay in stores is supported only on iPhone and Apple Watch.

ApplePay on iPhone and Apple Watch use NFC (Near Field Communication) to link to Point of Sale payment systems.

iPad does not include this NFC hardware, however, ApplePay can still be used for online e-commerce payments.
