Activation Lock

Hi Apple community.

Can someone please help if Apple is able to remove activation lock of an iPad if I give them the IMEI or serial number?

I've wiped the ipad from itunes but now prompt with activation lock with previous user email address and unable to contact this previous user for this device for there credentials.

Is this possible?
