How do I unlock my iCloud account if the verification email is sent to the locked account?

How can I unlock my apple ID? My apple ID is c*****3@icloud.com. Today the it reflects me that my ID is locked. There are two options if I want to unlock. One is to receive a verification email with the inbox a registered as my apple id, which is impossible. Second is to answer the security question, but i really forgot the answer? what else can I do to unlock my apple id?

Unlock your account Dear support, I want to inform you my friends icloud.com account has been locked. He verified mail verifying with icloud.com email, also he could not remember security questions fo to use other verfication method. We can verify with ID card, phone book etc. Please contact to us. If the account is locked, you will have to consider account recovery -- How to use account recovery when you can’t reset your Apple ID password - Apple Support.
