Wiping iPhone using iTunes and signed ipsw file

hello,

I recently wiped my iPhone 11 using ios14.2 and started fresh by wiping and reinstalling the firmware using iTunes on a windows 10 pro PC.

when setting up the phone from scratch with a new iCloud account - something jolted me - the personal hotspot details - phone name and password survived this process. Does this mean the wipe was unsuccessful? Nothing of this phone should have survived (as far as I am aware) the process of entering download mode and utilizing iTunes to reinstall the firmware. How could these network details survive - is this normal? I reset network, privacy, all settings and then factory reset within the device before the firmware update so I’m a little shocked by this detail coming across!

It could have been synced through keychain maybe. If it was indeed DFU (not Recovery mode, there's a difference in how it reinstalls iOS) it should nuke everything including previous iOS install. It's basically like clean Windows install when you wipe the drive first, then install OS.

Have you signed in to your iCloud account during setup? If so, I think that sync from keychain is the most likely scenario. It's automatic and no actions required from your side.
