I believe you are saying you ran out of iCloud backup storage space, on your iPhone, and you purchased 50GB’s at a monthly rate, from Apple. The problem is that you are not able to access the 50GB’s, you are paying for, and still only have access to the original amount of iCloud data storage,5GB’s.
You need to contact Apple to get help with this issue. Call Apple at - 1 (800) 692-7753, they are the only ones who can fix this for you. Good luck!

Per your screenshot, you never increased your storage to 50GB which means you haven't subscribed to an iCloud storage tier, you're still at 5GB.
