Should I be concerned about this in my Network folder?
Just got at the new M1 MacBook Air and saw this in my network folder. Should I be concerned as I can't even delete this or drag to trash. Let me know. Thanks!

No. It's a Windows PC advertising sharing services.
Without login credentials it's as useless to you as your Mac is to it.
You can hide it if you wish.

Modify Login Credentials:
If there is no HP Computer on your network that you are aware of, then change the password for your network. Keep it written down somewhere. You'd have to remove your network connection, and then add it back. You would log in to your router, and proceed from there as necessary.
Do you have one hp computer????
I do not.
