Unable to Activate

Recently I bought an iPhone (Used). I updated my device iOS 10.3.3 to 12.4.9 through iTunes. After that i reset my device to clean-up. But when I performing the calibration at startup it says "Your iPhone could not be activated because the activation server cannot be reached. Try connecting your iPhone to iTunes to activate it or try again in a few minutes."


Even I tried to bypass my device. Cannot get rid of this problem.
