Downloading Ringtone Error

So, I've bought a couple of ringtones and they aren't downloading to my phone. I've tried turning it "off and on" again and still nothing. I've been charged for the ringtone but it's not downloading to my phone even if I go into the Ringtone part of the iphone and click on "Download All Purchased Tones," nothing happens. What I've bought isn't available to use.

I've searched the forums and there is no definitive answer to this problem. Please help!
