Siri inoperability in 14.2.1 and can't find on iPhone 12

Wife just got a new iPhone 12 with IOS 14.2.1. Siri appears NOWHERE; not in settings, not under Accessibility, nowhere. I have a 12 ProMax and it works fine. Hers does not. Does anybody know how to rectify this so Siri appears and can be used?

Try going to Settings > Screen Time > Content and Privacy Restrictions > Allowed Apps

Is Siri & Dictation turned on?
