There's no "Hey Siri" option in Settings.
I've already been to that reference page and it didn't help, because there's no "Hey Siri" option in my iPad's settings.
Maybe Apple hid it somewhere else in the 5th gen. iPad Pros?
Check your ScreenTime Restrictions
Settings>ScreenTime>Content&Privacy Restrictions>Allowed Apps.... Siri must be allowed.
When done, restart your iPad.

That option should be in Settings>Siri & Search...
