In Preview v 10.1 (Mojave), exporting an image file as PDF kept the size consistent. In Preview 11.0 (Big Sur), exporting generates a 8.5x11 page, distorting the image. What can I do about this?

When I export a pdf of an image that is 5 x 7 in page size as a pdf it is converted to an 11 x 8.5 page size and sized to fit is the width dimension. But it's not distorted. That's because 11 x 8.5 is the default print size selected. If I select a 5 x 7 paper size and then save as PDF it is the same as the original but rotated from a landscape image to a portrait orientation.
Okay. Apparently if the original image fits into an 11 x 8.5 page the PDF will not be distorted. If the image is larger than that, the image is scaled, and not always very well.
Distort how? Can you post a screenshot of what you're getting?
I could and they are correct. I've tried Print as PDF, Export as PDF, etc. it stretches the image to fill the page.
Just to add, I've tried creating a PDF from an image in Affinity Photo, Pixelmator Pro and PSE 2021, they all do it.
Well, I never paid attention to the page size. I did find some images that weren't distorted and some were rotated but not all.
