Software or Battery issue?

I recently purchased an iPhone 12 Pro Max and have noticed that my battery percentage doesn’t reach 100% when charging. It’ll stay at 94% or 97% for a long time. I end up unplugging it to avoid overcharging. After, I shutdown my phone and when it turns on the battery percentage shows 100%. Is this a software issue or did I receive a defective Apple product?
