How to merge purchases under one id with another id

How to merge purchases under one id with another id? What is the best course of action to change an APPLE ID.

When i first created Apple ID it was with email address of the time, that email address can go to anyone now if i change my service provider. My iTunes account and all my purchases with that email id. This is a big security risk in my view.

You can't merge purchases between Apple IDs. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
