how do i share icloud storage with other family members iphone on my account

Do you want to share the storage, or share the content in the storage? You can subscribe to a 200 GB shared storage plan for $2.99/month. On the family master account device go to Settings[your name]/iCloud/iCloud Storage/Manage Storage and select the 200 GB plan. This will share the storage, but each user will still have their own private data in storage.
If you want to share content you can share calendars and photos.
