If I select mobile data for certain apps, as soon as i re-open phone or even select another app the previous one deselects itself..
Ive done usual, forced re-start. all updates current, carrier details , turned to airplane mode then off and reboot. You name it ive tried them all that ive read and nothing works.
very frustrated.

It's important to be able to switch on cellular data for the apps you wish to use with it, along with it remaining enabled until you choose to do otherwise.
You've also tried some amazing steps to get this resolved, as it's the same ones we would've recommended.
As you mentioned one of the steps was updating your iPhone, depending on your model, the latest would be iOS 14.2.1(for iPhone 12 models), or iOS 14.2(for iPhone 11 and other newer models). Solution found;
I rang Apple Support and the solution was easy.
Go into Setting- General- scroll near bottom - "reset all settings"
NOTE: Phone will restart and reset obviously- but that will remove wall paper, ring tones etc that you've set up.
Soon as phone rebotted phone fixed.
