On my MacBook Pro when I go to System Preferences and click on display, I highlighted the mirror option but the airplay button says off and doesn't give me the option to turn it on.

You already exceed the minimum system requirements.

Since Mojave already contains 12.8 OR LATER, Mojave will suffice and you don't need no stinking' upgrade.

You don't use the mirror in system preferences > displays. You start with the Airplay icon on the Menubar:

Use AirPlay to stream what’s on your Mac to an HDTV - Apple Support

I haven't updated to Catalina since my Microsoft Office for mac program is not compatible with it. Mohave is the latest one it works with. I guess I'm going to have to check with Microsoft to see about updating my Office program. Was advised it could cost me up to $365/year to do that. That's why I've been hesitant to do it.

It looks like you need Catalina now to use the airplay feature.
