I am unable to see missed calls from facetime when my phone is not connected to the internet or is off. I don't receive notifications unless the person tells me that he/she called me, that way I am not even able to recall the person and she won't know that I did not receive her call.

If power to the iPhone is off, there is no way for you to receive any notifications. And, as far as no internet, it requires data to receive a FaceTime call, so if you do not have internet, either cellular or wi-fi, you cannot get notification of a FaceTime call either. There is no voicemail for a FaceTime call.
Hi! Shouldn't I be able to see the missed calls once I connect to the internet? I asked my cousin to disconnect her phone from the internet then called her, once she turned her data/wifi on she saw my missed calls. It isn't the case with me.
