Someone used my stolen iPad to purchase an app on the device, using my debit card, is there a way to track my stolen device through the card or purchase? My card was the method of payment on my AppStore/iCloud.

No.

The only way to track your lost iPad => If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

If that really happened, talk to your bank change your credit card and more importantly change your Apple ID password.
