I see, it means this feature needs a USB-c power delivery controller and doesn't work with MacSafe-Cable.
Essentially, yes, that is what it means.
Really, it means you need a modern Mac that has the necessary hardware in it. Those with the necessary hardware also have Thunderbolt 3 ports.
