just lost my iPhone in ocean. Can I download old info from cloud if I order a new phone sent to my home?

There’s no need to download anything from iCloud as your data is safely stored there. When you get the new device simply setup iCloud on it as you did on the previous device via — Set up iCloud on your iPhone, iPad, or iPod touch - Apple Support.
