I’ve been subscribing to Motorcycle News and use their app. It’s basically a pdf of their print magazine and great. I’m just starting a trial of Apple News and they break everything up into articles which I don’t like.
Anyway I can get the pdf view?
I see some magazines allow it, how to get apple to provide that as an option?

Browse and read Apple News+ stories and issues on iPad
If you don't see that option for only a specific magazine, reaching out to the magazine publisher would be a good step for you.

I did reach out to them.
the magazine in question is “Motorcycle News” a Uk mag owned by Bauer Media.
They used to feature the print layout of the magazine prior to the May 27th 2020 issue.
if you look at the issue vs the ones previous you will see the difference.
Much nicer to see the full layout and design vs this fragmented article view where everything is like reading a web blog.
probably easier for the publisher too to just export a pdf and upload to Apple News.
Anyway it looks like a publisher issue not an apple issue.
