My iCloud storage is full and it says that mail is taking over my iCloud and I deleted all my mail and disconnected it from iCloud and it’s still is taking over. So can someone please help me with this situation and how to take the mail off?

Have you tried toggling Mail off/on under that screenshot you showed? Or signing out of the device and back in?
