I just created a Twirl effect in Motion. A very simple one: added the "Twirl" filter and published a bunch of parameters.
It will be available for a week.
Unzip it (if the browser does not do it automatically) and place it in the proper location. If you need help with that, let us know.

The Underwater and Wave effects are to be found in the Distortion section of Effects.

Yep they're indeed similar but they don't really feel like a twirl
The photo booth app has a twirl which is exactly what I want
Is there any plugin or extension or whatever that does the same twirl which is in photo booth
Something like this:
"Color", "Distortion", "Looks", etc are categories, each with some effects in it.
So you have "Twirl" in the same column as those, which means "Twirl" is the name of a "category" - presumably with only one effect, also called "Twirl" in it. That is fine.
It also means that you have a folder hierarchy, just as I expected:
Movies/Motion Templates/Effects/Twirl/Twirl
It is perfectly ok.

It has a lot of blur, and in the video the blur was adjustable, but here I can't adjust it.

"Movies" is your Movies folder.
If there is not already a Motion Templates folder, create one, then Effects inside it.
Inside effects, create a folder - it does not have to named "Lichinho", it can be anything that is meaningful to you. That is the "category" where the effect will appear in the effects browser in FCP.
Note: if you create the folders above, then "Motion Templates" and "Effects" have to be "localized": select each of the folders in turn, press command-I and in the Get Info window add a .localized extension. It won't be seen in the Finder, but it is necessary for FCP to work with these folders.
I don't know what you mean with "category" but it does come along the same column like "distortion" and color and whatnot
