iPad not turning on

When I tried to turn on my iPad it shows gray lines that move.

That looks like a very old 8-9-year old iPad.

Make sure that your iPad is charging ( It should make a sound when the charger and charge cable are working and connected ).

Try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
