I would like to save a recipe I found on the internet in some kind of folder on my iPad. I tried to save to pages but the file is ghosted, does this mean that the file type is not supported by pages? What would you suggest as an alternative?

We see from your post that you'd like to save a webpage from Safari.
Depending on how the webpage is formatted you may be able to long press on the recipe and either highlight then copy / paste the text, or if it is an image, you can save it to your photos.
Additionally, saving the link to the webpage into other apps such as Pages or Notes will allow you to tap the link in that other app to reopen the page in Safari:
