What is the lock shaped unknown icon on my desktop screen - does not respond to by clicking - a spinning wheel appears when i hover the mouse over this icon. Option+Command+Escape does not show any malicious running apps

Thanks for posting. As we understand it, you're running macOS High Sierra and have a question about an icon that appears in the menu bar on your Mac. Is that right?
Try starting your Mac up in safe mode: How to use safe mode on your Mac. Does the icon appear once you start up in safe mode? If so, try clicking it; are you able to access a menu now? You might also try clicking Apple menu () > System Preferences > Users & Groups > Login Items to see if anything shows up there that might account for the lock icon.
Once you test in safe mode, you can return to normal by clicking Apple menu () > Restart.
Let us know how it goes in safe mode, and what you find in your Login Items.
