To directly answer your question, the restore process can take hours based on the amount of data and the quality of the Wi-Fi Network. On average the process takes about 40 minutes whereby restoration is completed and the iPhone gets into the process of downloading data from iCloud (Photos, App data, etc). This can go on up to or more than 2 hours.
If you are stuck in an Apple Logo loop whereby the iPhone just appears to restart continuously then that is not normal. Your iPhone reboots a few times during the restore process as well however never gets stuck in that loop that you describe. If your iPhone is still stuck in that loop then you can Follow the instructions in this article by Apple ➔ If your iPhone is Non-Responsive or Frozen and see if that helps.
