Phone connecting to public WiFi without permission
Why is my iPhone iOS 14.2 automatically connecting to WiFi and not asking permission to do so even though it’s set to ask permission first?

Because you connected to it in the past. Open Settings/Wi-Fi, tap on the i next to the network, and Forget this Network. Then turn off Ask to Join Networks or set it to Ask instead of Notify.
