is there a way to get a photo back once youve deleted from recently deleted

Not if you use iCloud for Photos. If you do not use iCloud for Photos AND created regular backup files on a computer then you have a chance to restore your iPhone from the last backup when the photo once existed on your iPhone. If you do not create computer backups then there is no chance to retrieve your deleted photo in this scenario.
