Pressing command + R does not result in the user/password/utilities experience described. Instead, I see a language selection. Is there a specific time to press CMD and R, or should I hold it for a smaller or longer duration?

try cmd + option + r. you may have to complete setup assistant all the way to see recovery options
Is there a special condition/timing for the CMD+R combination at startup?
