Some Thoughts:

A. Hacking of Apple Account:

Your account Apple Account may be trying to be hacked into, though a full assumption, on my part.

B. Used Devices:

• Have you sold an item recently? If so, you may have left the information on it.
• Is this a used item that you purchased? If so, it may be a jailbroken device

Perform This...

C. Modify your Credentials-ASAP:

Most certainly, consider performing the following:

• Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

Perform as Instructed here: Using the Photos App to Report Scams - User Tips

Someone may be trying to sign your Apple ID, which would generate the request for a verification code. Since you have 2 Factor Authentication enabled, as long as they can't access one of your trusted devices, they can't get a code, and sign in. You should be okay.
