I can’t change my region by following the ways given

What ways have you followed.

If you are trying to change Country --> Change your Apple ID country or region - Apple Support

For changing only the region watch the GIF below

Settings> Your Name> Media & Purchase> View Account> Country/Region> Change Country or Region> Select "YOUR DESIRED " Country/Region> Agree> Enter your details> Next> Done
