Try The Following:

A. Reset SMC and NVRAM with Plug-in Keyboard:

  1. Shutdown: your Mac computer
  2. Unplug: All Items
  3. Reset your SMC and your NVRAM:

Sometimes changes (i.e. updates) are made to the system and then settings (i.e. for ports) become manipulated, technically. So, reset both on your Mac. It might take up to three times to reset each, so be certain you have the time to reset them.

"I tried resetting both SMC and NVRAM but the mouse still did not scroll. by the way, my mac doesn’t have a T2 Chip and it's a Early 2015 Model"

Bluetooth Collaboration:

Haven't used Boot Camp for some time. So, looking into this, here is what to try. Seems what needs to happen is to get Bluetooth collaborating with Wi-Fi. The Bluetooth mouse is making use of Wi-Fi(rather than Bluetooth), thereby making collaboration issues occur. Set collaboration between Bluetooth and the Wi-Fi adapter through use of the Device Manager, all reportedly works.***

Follow these steps:

  1. Go to: Device Manager (Right-Click: on the very bottom-left corner of screen > Select: Device Manager)
  2. Click: Network adapters
  3. Right-Click: the [wireless network adapter]
  4. Select: Properties
  5. Click: the Advanced tab
  6. Go to: Property: scroll-down menu
  7. Select: Bluetooth collaboration
  8. Go to: Value: dropdown menu
  9. Select: Enabled
  10. Click: OK button
  11. Close: Device Manager
  12. Restart: the Mac

Contact Microsoft:

With this all coming down to connectivity/interoperability with Microsoft’s software(the Windows 8 operating system), take this up with Microsoft. Start here, with the Virtual Support Agent. Start a chat with a rep, asking how to synchronize this.
