Arcade Subscription Problem

I'm trying to subscribe to Apple Arcade, but after inputting apple id & password it gets stuck. Pop up keeps coming up asking me to buy or cancel. I press buy, but it comes up again - 3 times, then stops trying to subscribe. If I look at arcade on apple website it tells me to upgrade to Big Sur - I already have. Is it that arcade doesn't work on a 2013 mac book pro?

MacBook Pro 13″, macOS 11.0

If possible, are you able to subscribe to Apple Arcade on another device? If not, can you try connecting your Mac to another network, then sign up again?
