Why are there two empty folders called “shortcuts” and “GarageBand for IOS” in the ICloud Drive location on my Files app? Are they there by default? What would happen if I were to delete those two empty folders?

If a folder was permanently deleted, there wouldn't be a way to restore it. You can use the steps here to create a new folder for GarageBand: Organize files and folders in Files on iPhone

I have had the empty default GarageBand files folder that was in the ICloud Drive tab permanently deleted. Is there anyway to get it back?
