iCloud back up is 300gb but I have a 250 new iPhone. Is it possible to leave pictures in the cloud and still get everything else while leaving large video and pictures in the cloud.

Thanks for the information. We'd recommend checking out the options found here: Move from your current iPhone, iPad, or iPod touch to a lower capacity device Specifically the "Photos and videos" section. If needed, you can import some of the photos to a computer and then transfer your data to your new iPhone.

Back up to a computer instead of iCloud.
I backed up to hard drive but when I use Apple ID on new phone it attempts to download 300gb worth of photos on new device but I don’t have enough storage on new device

This does not help. I have plenty of space in cloud. But when I sync new phone it tries to download everything onto my phone leaving me with no phone storage on my device
