Ipad connects to Wi-Fi in settings. No bars appear, nor am I able to use anything that requires wifi. I have reset both iPad and wifi and modem. Is this a hardware issue or software?

While it is still connecting to the network but is not working, go ahead and try the troubleshooting steps in this support document. If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support If that does not work, then I suggest that you contact Apple Support. If you show connection in Settings but do not see the wi-fi fan, I would think it could be hardware. You say that you have already reset the modem. Have you tried connecting the iPad to another wi-fi network, such as a public wi-fi such as Starbucks, a public library, McDonalds or work? Do you have wi-fi connectivity problems with any of them? That will help tremendously in your troubleshooting to determine if it is a hardware issue.
Thank you for your suggestion ChrisJ4203. Yes, I have tried two seperate Wi-Fi networks. My iphone and Mac have connected and functioned on both. The iPad claimed connection yet functioned on neither ( no wifi fan) Bluetooth is still working for headphones and Apple Pencil.
