Storage Issue for IPhone XR
My phone is showing 63Gb out of 64 Gb, however the breakdown doesn’t add up to anywhere near 63Gb. The highest one I have is the system which is at 7Gb, then followed by 2Gb of photos.

Which iPhone model, and iOS version are you experiencing this issue with? Settings > general > About.
When you navigate to: Settings > General > Software Update do you see any available updates? If so, please back up your iPhone, then update as explained in the following links:
